Why can't SEO's guarantee a specific ranking on search engines?
Search engines aim to provide relevant content to their users. They regularly monitor SEO's who attempt to trick their technology into ranking a specific website highly (old tricks that no longer work include: use of the word s. e. x. , same colour font on the same colour background, hyperlinked fullstops, and false linking schemes from dummy sites). As new tricks are develoed by SEO's, search engines clamp down on these and penalize the wbsites employing these misleading techniques.

Beware of this Paid Advertisement trick.
Some SEO's manage paid ad campaigns, such as Google Adwords. Sometimes the SEO will pay for your ad to be highly placed in the first few days and then reduce the price per click, whilst still charging you the original higher price per click. Insist on access to reports directly from the search engine with which the paid ad campaign was run.
